Romanian number plates consist of the European strip and country identifier
'RO' followed by black font on a white background,
showing the regional identifier, two digits, and three
letters. Number plates issued previous to 1st January
2006 used the Romanian flag as opposed to the EU stars.
The digits and letters are usually assigned at random.
Number plates must be returned when the vehicle is sold or scrapped,
although the new buyer is entitled to seek permission
to use the old number plate if he or she wishes to
do so. Letter combinations that could form obscene
text have been withdrawn.
